A custom web app's price comes from six things you can write down before you call anyone: how many kinds of people log in, what the app has to remember, payments, each outside system it talks to, the admin screens your team needs and what it takes to run after launch. Public price guides show how wide the range is. In its August 2026 guides, Clutch says web development projects on its platform typically cost less than $10,000 and puts the average software development project at $132,480. What moves the price of a custom web app?
Every quote for an Indianapolis, Indiana business is some mix of these six drivers. Write down your answer to each one, and ask every firm to price them as separate lines.
- How many kinds of people log in. An app for your staff alone is one set of screens. Add customers, and each group needs its own screens and permissions. A private link a customer opens without a password is a smaller build than full logins, so ask whether you need logins at all.
- What the app has to remember. Each new table or history log adds build time, and every stored record is one more thing to protect. A quote tool that emails the result and keeps nothing costs less than one that stores every quote with its history.
- Payments. Taking a card through Stripe Checkout is well trodden. The work is in what happens around it, like releasing the right thing after payment and making sure a failed or duplicated payment releases nothing.
- Each outside system it talks to. QuickBooks, a CRM, a texting service or a supplier's price feed each bring their own keys and limits. Every one is a separate line in an honest quote.
- Admin screens. Somebody on your team will need to fix a record or refund an order without calling the developer. Those screens are real work, and they're the ones people forget to budget.
- Running it after launch. Hosting and outside services keep billing after launch, and someone has to keep the code current. A quote that leaves them out only moves that cost to later.

What does it cost to run after launch?
Running costs usually bill you directly, separate from the build. Ask for a list of every service with its pricing page before you sign. For the stack our own apps run on, that list looks like this:
- Hosting. Cloudflare's Workers pricing page lists a paid plan with a $5 monthly minimum that includes 10 million requests a month, with usage above that billed separately.
- Payments. Stripe's published US rate for online card payments is 2.9% plus 30 cents per successful charge, and the standard plan has no monthly fee.
- Other services. Email, texting and outside APIs each bill by use or by plan, and a busy month costs more than a quiet one.
- Upkeep. Libraries need updates and providers change their APIs. Get in writing who does that work and how it's billed.
Does Indiana charge sales tax on custom software?
Indiana's Department of Revenue covers this in Sales Tax Information Bulletin #8. It says programs custom made for a specific buyer aren't subject to Indiana sales and use tax, and it treats prewritten software differently. Charges for software you use remotely, the way most online tools are sold, generally aren't taxed either. How the invoice describes the work can matter, so ask your accountant to read the quote before you sign.
How do you compare two quotes for the same app?
Send every firm the same one-page brief with your answers to the six drivers, and ask for a price on each line. Then ask these before you compare totals:
- What will I be able to click through first, and when?
- Who owns the code and the accounts, like hosting and Stripe, when the project ends?
- How are changes priced once the scope is signed?
- What will it cost each month to run, service by service?
- If your firm disappeared, could another developer pick this up from the code and the notes?
A firm that answers all five in writing is easier to hold to its number than one with a lower total and vague lines.
