Haboobs, Contractor Licenses and First Fridays in Phoenix

Phoenix's monsoon runs June 15 through September 30, the National Weather Service says, and it brings dust storms and flash flooding. If you're weighing the market for roofing, window replacement, water restoration or window treatments, read up on Arizona Registrar of Contractors licenses and city permits too. The city's share of owner-occupied homes sits with the permit rules, then the map runs from the Warehouse District to Camelback Road.

Phoenix galleries and Camelback offices can show up on Google and still lose people at the booking or commission step. Trojan Digital Marketing, based in Indianapolis, fixes that remotely through your website, local SEO and Google Maps profile.

Monsoon Dates, Haboobs and Flash Flood Risk

  • The National Weather Service defines the monsoon as June 15 through September 30. Its guidance says the season typically starts with a stretch of extreme heat, then moisture moves in and brings daily rounds of thunderstorms. National Weather Service Tucson
  • National Weather Service guidance says dust storms, or haboobs, are more common early in the monsoon but can happen at any point in the season. After the first heavy rains fall on the deserts, dust storms become less common and the risk of flash flooding rises. National Weather Service Tucson
  • Tropical moisture can extend the flood threat into fall, the National Weather Service says. When the monsoon ridge shifts south, moisture from tropical systems can be steered toward Arizona and boost thunderstorm rains, which can lead to flash flooding. National Weather Service Tucson
  • The National Weather Service in Phoenix has storm event summaries for 2026. They include August 19, with strong to severe winds and a dust storm across the Phoenix area, and September 16, with heavy rainfall and flash flooding. National Weather Service Phoenix

Arizona Registrar of Contractors Licenses by Trade

  • The Arizona Registrar of Contractors says a license is needed when a project's full cost, labor and materials included, is over 1,000 dollars. The same goes for a project that requires a permit from the local city or town. Check the current limit with the Registrar. Arizona Registrar of Contractors
  • The Arizona Registrar of Contractors lists CR-42 Roofing as a specialty dual license. It allows the work of both the commercial C-42 and residential R-42 roofing licenses. Arizona Registrar of Contractors
  • Under the Arizona Administrative Code, the residential R-7 Carpentry classification covers installing and repairing windows, among other work. The commercial C-7 classification covers the same items. That rule text dates from about 2022, so check the Registrar's current list. Arizona Administrative Code (Cornell LII)
  • In the Arizona Administrative Code, the residential R-65 Glazing classification covers the weatherproofing, caulking, sealants and adhesives needed to install and repair glass products. That work also applies to window film and to window treatments such as blinds or shutters. Arizona Administrative Code (Cornell LII)
  • An unlicensed person must disclose 'not a licensed contractor' in any public advertisement, the Arizona Registrar of Contractors says. If someone unlicensed bids on a project over 1,000 dollars, the Registrar may refuse them a license for one year after the bid date. Arizona Registrar of Contractors

Phoenix Roof Permits, Reroofing Exemptions and Homeowners

  • The City of Phoenix Planning and Development Department's FAQ says a permit is required if the roof structure is changed. City of Phoenix Planning and Development
  • The city's 'Work Exempt from Permit' guideline lists re-roofing as exempt when the new roofing uses the same type of material as the original. That holds only if no more than two layers of asphalt shingles end up over an existing asphalt shingle roof. The guideline looks to be about nine years old, so ask the department whether it's still current. City of Phoenix Planning and Development
  • Phoenix has an Over-the-Counter Reroofing permit and plan review application from its Planning and Development Department. It asks for details such as roof slope, roof drains and the UL rating of the new membrane. City of Phoenix Planning and Development
  • The department's FAQ says property owners can apply for any permit. An owner can do the work only on a single-family home they live in, and all other projects require a licensed contractor. City of Phoenix Planning and Development
  • The Census Bureau's QuickFacts table shows an owner-occupied housing unit rate of 57.3% for Phoenix, using 2020 to 2024 American Community Survey estimates. U.S. Census Bureau
